As of Feb. 18, 2025, the Town of Milton has expanded its administrative penalties system (APS) to include enforcement of select non-parking bylaw penalty notices, offering a more streamlined and accessible process for residents seeking dispute resolution.
The updated APS process, authorized under bylaw 064-2024, allows individuals to request a review of administrative penalties or screening decisions without having to go through the Provincial Offences Court. Instead, disputes are now handled locally through the town’s in-house screening and hearing officers.
Milton first introduced APS in 2022 to manage parking bylaw infractions, shifting reviews from the Provincial Offences Court to a more efficient municipal process. With this expansion, the system now applies to certain non-parking bylaw violations, making it easier for residents to dispute penalty notices.
“Expanding the administrative penalties system to now include non-parking bylaw infraction requests for review allows for a more efficient and accessible process to resolve disputes at a local level,” said Meaghen Reid, director of legislative and legal services/town clerk.
