Milton to consider removal of holding symbol for Mattamy development

The Town of Milton is set to consider a request from Mattamy (Milton West) Limited to remove a holding (H) symbol from lands located at part of Lot 6, Concession 2 NS, 6046-6056 Regional Road 25. The application, filed under zoning bylaw file no. Z-26/24, will be addressed by Milton council at its regular meeting on April 28 at 7 p.m.

The session will be held both in person at council chambers in the municipal offices at 150 Mary St., and virtually via video conference.

The holding (H) symbol is a planning tool that ensures specific conditions are satisfied before development can proceed under approved zoning. In this case, Milton town staff have confirmed that Mattamy has addressed the conditions imposed through holdings 83 and 85, making the lands ready for further development in phases one and two of the project.

Holding 83 required the applicant to secure adequate allocation, as confirmed by Halton Region, to service the proposed phases of the development. Holding 85 required submission of an updated Transportation Impact Study, a Wind Study, and a Site Plan Application that satisfies town staff.

According to the Town of Milton, removal of the holding symbol would allow Mattamy to proceed to site plan approval with appropriate mitigation measures and servicing provisions in place. These measures are detailed in the documentation submitted as part of the application.

If approved, council will pass an amending bylaw to Zoning By-law 016-2014, as amended. The bylaw amendment would permit the landowner to advance development plans for the property without the current restrictions imposed by the H provisions.

The appeal process for the removal of a holding provision is limited. Only the landowner—in this case, Mattamy (Milton West) Limited—has the right to appeal the decision. There are no third-party rights of appeal.

Residents who wish to be notified of council’s decision on this matter must submit a written request to the Town Clerk at The Corporation of the Town of Milton, 150 Mary St., Milton, Ont., L9T 6Z5. Requests may also be submitted by email.

Additional information on the application can be obtained by contacting the town’s Development Services department. The personal information collected through any submissions is being gathered under the authority of the Planning Act, R.S.O. 1990, c.P.13, as amended, and may become part of the public record.

The application marks the latest step in the ongoing development of west Milton as new residential and mixed-use projects continue to emerge in the rapidly growing Halton municipality.

Jill Hogan, commissioner of development services, said the conditions for the removal of the holding symbol have been met to the satisfaction of staff and relevant agencies.
