Toronto Premium Outlets (TPO) has submitted a proposal to the Town of Halton Hills for a significant expansion that includes a new four-storey parking garage and 25 new retail units.
The site plan for the project outlines a 116,000-square-foot expansion of the outdoor shopping centre at Trafalgar Road and Steeles Avenue, which would increase the mall’s retail footprint by 14.5 per cent. The proposed garage on the north side of the property would bring the site’s total capacity to 3,551 parking spaces.
Jeff Markowiak, the town’s director of development review, indicated that if technical reviews are completed to the town’s satisfaction, construction could begin relatively soon.
Regarding TPO’s preferred timeline, Markowiak said “They have suggested they would like to be in a position to begin construction at some point during the second half of 2026.”
Traffic management will be a focus as Markowiak confirmed that a “transportation impact study was submitted” to address possible concerns of a buildup of traffic for visitors entering the mall.
“The study is required to identify possible increases in traffic generated from the expansion, how it is planned to be managed and identify how sufficient parking is being provided on-site.”
The Ministry of Transportation and Halton Region are also involved in this review due to the mall’s proximity to Highway 401.
Markowiak explained that staff members are “reviewing the proposed expansion as it relates to traffic, parking, site circulation and function, stormwater management and lighting, amongst other technical considerations.”
The application was formally submitted to the town in May 2025. The expansion will follow a site plan approval process, which under the provincial Planning Act, is delegated to municipal staff rather than town council.
Toronto Premium Outlets did not respond to a request for comment regarding the expansion in time for publication.
